Economic Development Investment Guidelines
This new set of guidelines was adopted by the Board of Commissioners on February 21, 2008 and replaces the original policy that has been in place since 1994 and the Job Addendum adopted in 2004. The new policy offers more assistance for high-tech, high-wage jobs, helps with “green” projects, and establishes goals for a minimum level of health care coverage for the employees of incentivized companies

Small Business/Entrepreneur Support - Resource Wizard
Guilford County realizes the importance of providing economic development assistance to small companies. The Business Resource Wizard is an interactive filter of web-based resources for small business owners and citizens hoping to start their own business. The Wizard offers a way for small business owners and those just starting out to navigate through grant, loan and assistance programs and cut through the red tape to reach valuable business resources.

Education Initiatives for Workforce Development
The Department is connecting education with economic development by identifying and acting upon new opportunities to maintain a skilled workforce in Guilford County. Along with Guilford County Schools, Guilford Technical Community College and other area colleges, universities and educational partners, we are developing initiatives that offer enhanced training and career alternatives for high school students, encouraging them to continue their education through high school and beyond.
Economic Development Program Highlights
- Since 2004, Guilford County has awarded economic incentives to create 1,968 new job opportunities, retain 900 existing jobs and generate $248.5 million in capital investment in our economy.
- The Guilford County Board of Commissioners has awarded economic incentives to 10 companies in the last three years who expanded operations and added jobs or retained current jobs: CitiCard; Purolator Facet, Inc.; R.F. Micro; Transportation System Solutions; International Textile Group (Burlington Industries and Cone Mills); Stockhausen; Southern Film Extruders; Volvo Trucks-North America; Comair, Inc.; and Legacy Paddlesports. From 1994 through 2003, Guilford County provided a total of 15 job growth incentives.
- In 2005 a new CitiCard call center opened on Millstream Road in the eastern portion of Guilford County. Incentives authorized by the Guilford County Board of Commissioners and other economic partners helped CitiCard to create 1,000 new jobs and retain 700 already based here, with a capital investment of $20 million.
- In 2006 the Board of Commissioners supported downtown revitalization efforts by awarding economic incentives to Park View Development, LLC,whose redevelopment plans will include $37 million in capital investment. The company is renovating the former Wachovia Tower in downtown Greensboro, turning it into a condminium, office and retail complex.
