specialist and three Juvenile Counselor Technicians. A teaching and counseling staff is

Length of Stay
Length of stay is determined by the presiding judge's orders, the court counselor's
and program staff's recommendations and other factors. The average stay is four to six
months.

Bureau of Justice Assistance, U. S. Department of Justice, through the North Carolina

from the North Carolina Department of Juvenile Justice and Delinquency Prevention.

The JSDP, in partnership with the Guilford County Schools(GCS), offers a rigorous academic program comparable to the curriculum presented in traditional public schools. Full middle school instruction is provided. Select ninth graders may enter the JSDP and may earn up to two high school credits per semester. |

![]() Realizing that parents, foster parents, guardians and other relatives are important to a young person's positive growth and development, the Juvenile Structured Day Program offers monthly parent education meetings. These gatherings include presentations by therapists, educators and JSDP staff. Each program seeks to educate the group in effective parenting techniques that aid in managing, guiding and redirecting court-involved juveniles. The JSDP prides itself on the outstanding parent participation in these meetings; typically 80% attend each month. The monthly meeting is open to all parents, foster parents, guardians and other adults responsible for youth participating in the JSDP. The sessions are held on the last Tuesday of each month at 6:30 PM at the JSDP. Invitations are issued prior to each meeting. If you have questions, please call 641-5652. |

![]() A major goal of the Juvenile Structured Day Program
is to gain behavioral control over the youth assigned to the center. All youth in the
program have been referred by Juvenile Court due to delinquent or undisciplined behavior
or as part of an intake-diversion contract. In addition, many of the participants have
been suspended or long-term suspended from traditional schools. For these reasons,
redirecting the juveniles into lawful and productive behaviors is of top concern.
The JSDP's staff is trained and experienced in appropriate behavior management
techniques. Positive reinforcement of students' progress is given through formal and
informal recognition programs, such as the JSDP's Student of the Week award. Each young
person receives a behavior "report card" each day that rates compliance with program
regulations. Those who earn high scores for the week are rewarded with special outings on
Friday afternoons.
The JSDP's licensed and certified adolescent therapist, provided through Youth Focus,
Inc., holds individual, family and group counseling sessions to assist the juveniles in
understanding and resolving troubling issues. Along with anger management treatment,
conflict resolution training and related services, the counselor aids the juveniles in
cognitive restructuring to develop lawful, logical and effective reasoning skills.

What is the Guilford County Juvenile Structured Day Program (JSDP)?
The JSDP is
non-residential community-based program for court-involved juveniles who are eligible
for level 2 (intermediate) sanction, are adjudicated as undisciplined or are on
diversion contracts. It provides a consequence for delinquent behavior, while
emphasizing programming designed to prevent future offenses.
What services are
offered?
The JSDP strives
to meet the wide range of needs presented by participating juveniles. The service
component includes, but is not limited to, rigorous academic instruction, behavior
management, an extended program day, counseling, literacy facilitation, school/substance
abuse counseling, case management, transportation, recreation, computer-based learning,
and parent education.
What population is served by the
JSDP?
Court-involved,
middle school-aged juveniles who are eligible for intermediate community-based (level 2)
sanction, adjudicated as undisciplined or on diversion contracts may be referred by
Juvenile Court. The service area includes all of Guilford County.
How long has the JDSP been in
existence?
The program
was established February 7, 1999. It has served over 200 juveniles, 86% of whom completed
the program successfully and were returned to the public school system.
How is the JSDP
funded?
The program is
supported by federal formula grant number 041-1-03-010-J-283,awarded by the Bureau of
Justice Assistance, U.S. Department of Justice, through the North Carolina Department of
Crime Control and Public Safety/Governor's Crime Commission, and by grant from the North
Carolina Department of Juvenile Justice and Delinquency Prevention. It operates as an arm
of the Guilford County Department of Court Alternatives. Guilford County provides office
and program space at no cost. There is no cost to juveniles attending the
program.
Why does Guilford County need
this program? Most importantly, the program's highly-structured
behavior management, counseling and educational components are designed to redirect
juveniles into productive and lawful endeavors. For Guilford County, which has the
state's second highest juvenile arrest rate, this program is essential for improving the
quality of life for all local citizens.
In 1998,
the North Carolina Juvenile Code was revised to emphasize community-based programs for
juvenile offenders. Such programs are cost-effective and allow non-violent juveniles to
remain in their home communities. The annual cost for one juvenile in the JSDP is $6,585;
for a juvenile committed to a residential facility, such as a state Youth Development
Center, the yearly cost is $53,285.
May I refer a juvenile to this
program?
All referrals are
made through Juvenile Court by Juvenile Court Counselors. No other types of referrals are
accepted.
Where is the program
located?
The JSDP is
located in downtown Greensboro at 201 S. Greene St., basement level (see map above). This
is the Meyers Building, found at the corner of Greene St. and February One Place. It is
directly across Greene St. from Governmental Plaza (City Hall and Courthouse). The area
is served by city buses.
