Water and Sewer

The Guilford County Planning and Development Department, Community Services Division, administers the county's Water and Sewer Program. Guilford County does not own or operate a water or sewer system. The county does contract with Greensboro, High Point and Archdale for water and sewer line extensions into designated service areas of unincorporated Guilford County.

There are two types of water and sewer projects: Assessed and Non-assessed projects.

Assessed Projects

Assessed projects are either petitioned projects initiated by property owners of a developed area or health recommended projects initiated by the Guilford County Department of Public Health, Environmental Health Division. North Carolina General Statute 153A-185, Article 9 Special Assessments, allows for counties to assess property owners for water and sewer frontage fees and lateral fees. An assessed project must be considered at a public hearing at which time property owners are given an opportunity to speak in favor of or against a project. When a project is approved, liens are placed against all effected properties.

  • Petitioned projects require that a petition be submitted to the Planning and Development Department, Community Services Division. A valid petition must represent at least 51 percent of the total number of property owners within the scope of the project who represent 51 percent of the total road frontage. A valid petition does not guarantee that the project will be approved but it will be addressed.

  • A health recommended project is initiated after a recommendation by the Guilford County Department of Public Health, Environmental Health Division. Such a recommendation is based on a survey of private wells and septic systems within a developed area where a problem exists with contaminated well water and/or malfunctioning septic systems.

Non-Assessed Projects
  • A non-assessed project is one that is designed and constructed to serve a specific property outside the municipal limits within a designated service area. Property owners that abut such a water and/or sewer line extension can request to connect to the line. When an application for connection is made to the respective city that is providing the water and/or sewer service, the applicant will be required to pay county frontage and acreage fees and city connection fees, in full.

  • Guilford County has a Private Extension Program that allows property owners and developers to request approval to fund and contract an extension of water and/or sewer to serve their property or developments. Such a project requires approval by both the Board of County Commissioners and the City Council.
